Totel says local authorities in Hauts-de-France already understand what a large plant is. This is why. Seven scenes on the ground DATA4 has bought, from the pit that Zola wrote about to a 700 MW campus and the one number nobody can yet verify.

The coal was found in 1720.

Coal was struck at Fresnes-sur-Escaut in 1720. The Compagnie des mines d’Anzin was created in 1757, and the Nord-Pas-de-Calais basin became the largest coalfield in France. Escaudain sits inside it, beside the terril Renard.

Zola set Germinal in this landscape. The spoil heaps are still there, and they are the reason the land around them is flat, cheap and already industrial.

Scene 02 / 07 · What stood here

Then Usinor, and the blowers.

The specific ground DATA4 has taken is the Parc des Soufflantes, a brownfield of the former Usinor steelworks, one of the largest units of Usinor-Denain. The plant closed in 1988.

The site is named for what survived the demolition. The soufflantes, the blast-furnace blowers built in the 1920s, still stand as an industrial monument. The land around them has been empty for the better part of four decades.

Scene 03 / 07 · What closing cost

The poorest town in France.

Neighbouring Denain has repeatedly been ranked the poorest town in France with more than 20,000 inhabitants. Its poverty rate runs above 40 per cent.

Escaudain itself has about 9,000 people. Average income per head is €17,370 against a French figure near €20,590. Unemployment sits around 14.6 per cent against a national rate closer to 8. The population is still falling.

Then UNESCO listed the wreckage.

On 30 June 2012 the Nord-Pas-de-Calais coal basin was inscribed on the UNESCO World Heritage list: 353 elements across 109 sites, roughly 4,000 hectares, described as an evolving living cultural landscape.

It is an unusual thing to protect. Not a monument but the residue of an industry that left, and the terrain it left behind. That terrain is now the asset.

Scene 05 / 07 · Why it works now

700 megawatts, pre-reserved.

The state put the site on the fast-track list. RTE pre-reserved 700 MW for it, the CRE approved the accelerated connection procedure on 7 May 2025, and the power would arrive from the poste de Mastaing, about six kilometres away.

This is what Totel means when he says only one of his four reasons is electricity. The grid headroom is real, but so is the land, the data gravity between four capitals, and a council that has wanted a large plant back since 1988.

€5bn, and a sentence about scars.

La Porte du Hainaut selected DATA4 in December 2025. The company confirmed the project on 12 June 2026: €5 billion, four data centres, first service from 2030. It is the largest single tranche of the €15bn Brookfield committed to France at the Paris AI summit.

Four years from announcement to a working hall.

Escaudain was confirmed in June 2026 and first serves in 2030. That gap is normal for a campus of this size, and it is also the reason almost nothing about the site can be verified today. Land, grid reservation and planning are checkable now. Capacity, spend and employment are projections until the first hall is energised.

So the figures published here are what the parties have stated. DATA4 expects the completed campus to support 2,400 permanent jobs in the region, direct and indirect. Totel separately puts 2,400 people on the campus each day once fully delivered, counting staff, suppliers and customers together. Those are two different measures, and neither is a headcount on a payroll.

For scale: data centres are capital-heavy and labour-light once running, and comparable hyperscale campuses report somewhere between 60 and 200 permanent on-site roles, with construction employment far larger and temporary. Whether Escaudain lands nearer the site figure or the regional one depends on how much of the supply chain settles locally, which is exactly what the Hauts-de-France case is being made on.

This page will carry the answer rather than the estimate. The first phase energising in 2030 is the moment the projection becomes a measurement, and this scene will be updated then.

He buys the power first.

The Europe chapter argues that power, not capital, decides what gets built. Totel is the operator who has already reorganised a company around that conclusion.

DATA4 holds 2.2 GW secured across Europe. Not built, not leased, not under offer. Secured. The sequence he describes is deliberate, and it is the reverse of how the industry used to work: the company still meets customer demand, but without power no project can be developed, so the strategy resolved into campuses rather than buildings. A campus can scale as a customer grows, and it can hold power secured years ahead of the load that will eventually use it.

DATA4 holds a secured platform of 2.2 GW across Europe. The sequence is deliberate: the company meets customer demand, but without power nothing can be developed, so the strategy resolved into campuses rather than buildings. A campus scales as a customer grows, and can hold power secured years ahead of the load that will use it.

What it means

The clearest statement in the Europe chapter of the inversion this report tracks. Capacity is no longer sold against demand. It is banked against power. Note what that does to a balance sheet: power is bought and held before there is a customer to charge for it, which is only possible for a platform with patient owners behind it.

Both markets, for different reasons.

Site selection weighs customer proximity, energy availability and time to market, the carbon content and price of that energy, and whether the people exist to run it. The traditional markets remain essential, because they are connectivity hubs and demand there is still growing. But the grids around major cities are full, so new large projects go to land with room. He frames it as diversification rather than departure, and notes that AI selects sites on different criteria from cloud.

What it means

Two portfolios, not one. The hubs are held because interconnection is where the customers are; the new sites are taken because AI does not need what cloud needed. The queue is not being abandoned. It is being routed around, for the workloads that can be.

Data gravity. A grid with headroom. Brownfield land. And authorities who already know what a large plant is.

Four reasons converge on Hauts-de-France. It sits between Frankfurt, London, Amsterdam and Paris, where most European data already lives, which matters because models are trained near the data. The grid is solid and the northern nuclear plants produce far more than the region consumes. Brownfield sites are available. And the industrial heritage means local authorities already understand what a large plant is.

What it means

Only one of those four is about electricity. The others are data gravity, land and social licence, which is why the next European wave is not simply going wherever power is cheapest. Read against Chile, where the power is abundant and the consent is not.

The Escaudain campus in the north of France is planned at 700 MW and sits on the French government’s fast-track list, a process created to accelerate new compute capacity.

What it means

The headcount is the number to carry into the delivery-risk argument. One site, one region, one operator, and a workforce the size of a small town. Retrofitting for density.

Design is aligned directly with NVIDIA and other chip makers, to their technical requirements.

An estate designed for a different density is adapted through new modular buildings built for high-density racks and ultra-high-power GPU supply, rather than by reworking what exists. Direct liquid cooling is developed with Schneider and Danfoss to design the cooling distribution units that large-scale deployment depends on.

What it means

Note who sets the specification. The chip maker’s thermal envelope now shapes the building. That is the practical version of the Conditions argument: the frontier rack is a moving target, and a hall designed to today’s density is designed for the rack it is about to replace.

Fifteen billion euro, with a caveat.

“To keep its competitiveness the country will have to make some progress on the regulatory front, since licensing timelines are still very long.”

DATA4 has announced an investment plan of 15 billion euro over four years to develop its French campuses. The case for France rests on competitive low-carbon power, with the country overproducing about 20 per cent of its electricity and exporting the surplus, on Paris and Marseille as connectivity hubs, and on engineering schools that supply the workforce.

What it means

Then the qualification, from an operator with fifteen billion committed to the market he is describing. It costs him something to say it, which is why it is the most useful line in the submission. The Europe chapter finds the same pattern across the continent: the constraint has moved from whether a project can be financed to whether it can be permitted and connected.
